Services » Procuring Government Contracts and
Implementing Public Policy

You have to know the rules to play in the game. If you’ve ever gone into this maze, you know that navigating a government system can be a nightmare. It’s absolutely critical to work with someone who is familiar with the grant writing process and who has actually secured contracts.

Solomon Bruce Consultants have extensive experience in government contracting. We have developed, evaluated, performed, and analyzed government contracts. In short, we understand what is required to gain a successful government contact. And once the contract is awarded we understand how to perform the contract in a manner profitable to the business owner.

Government contracting is a challenge that any business must carefully consider before embarking on this journey. Does the firm meet the specifications of the contract solicitation? Do you have the capability (tools, people, automation, supply chain capabilities) to successfully complete the contract within the necessary timeframe? Does your firm understand how to provide the tool, commodity, or service that the government is requesting? Are you dependent on an outsourced capability that may default before the contract is completed? These are some of the questions that one must carefully ask—and answer—if one is to be successful as a government contractor.

Solvency and the ability to sustain business operations through long government payment cycles is also a factor that many new government contractors fail to consider. If your firm is unable to sustain a 120-day period between product delivery and government payment, contingency plans need to be identified for continued business operation. Do you have a line of credit that will sustain the business during this period? Can you defer creditor payments until you have been paid on the government contract? These are questions that our consultants can assist you with as you consider pursuing government contracting.

We also provide a “Red Team” analysis of your proposal against the government solicitation. We analyze what your firm has proposed in your proposal against what the government has requested. More than one business has had the sad experience of providing “what they thought the government wanted” as opposed to what the government requested. It makes no difference if your idea is better, faster, or cheaper than what is being requested, your duty is to respond to the original solicitation. Procedures are available to identify better ideas and ways in which to fulfill government solicitation requirements. However, experienced consultants can aid and assist you with these procedures BEFORE you submit what you think is best, but not asked for by government officials. A Red Team analysis identifies deficiencies in your proposal, allowing you to correct those deficiencies before the submission date so that your proposal is considered responsive to the solicitation.

Government contracting is an excellent way in which to increase the visibility of your business as well as deliver a superior product to the marketplace. The paperwork challenges for government contracting can become daunting—quality control charts, cost expense forms, labor time charts, general and overhead allowance budgets are just some of the fiscal documents that many government contracts require for a successful government contractor.
